Did Micahel Phelps really win that gold medal by .01 seconds?

There's a website that thinks it's a conspiracy. First .01 sec is the smallest amount of time you can win by. Second, FINA, the time keeper, also has Phelps as an endorser. Third, still frames from the NBC video show Phelps slightly behind, not ahead. See the pic below.
I'm not saying either way. But it does seem fishy. Even if he ONLY won 7 golds and 1 silver... that's still AMAZING. But if it were me, I wouldn't want someone to just GIVE it to me. Here's the website with even more of an explanation. http://www.001ofasecond.com/

She says her image was used without her permission. Didn't that happen in a certain X-rated video too? Britney is in there too. I do think it's odd that you would show your competition in front of thousands of people at their own rally. It's gonna be a long 3 months.
"Miss Hilton was neither asked, nor did she give permission, for the use of her likeness in the ad, and has no further comment," her rep said in a statement.
